Every time I make sure the headers for each section have their 'link to previous' unchecked, the next time I type a header for the section I'm working on, that new header appears right back up at the start of the document. I do this over again, I delete all headers and start again, I run through all the section breaks to make sure they're as asked, I go back to section 2 and try to make a header that doesn't appear on the first pages of the novel by clicking 'unlink to previous', and the header I've just typed in the second section appears back at the start of the book.

The header skips the first page of the chapter as asked, but appears elsewhere in the previous section. I've been at this all day, running through the various descriptions of how to make it work, and I can't. I approached the store (Australian) to ask them to take it back and give me Word 2010 instead, and they simply referred me back to the online support place that, when I rang, refused to help and referred me to the online support place that was going to charge me to give any advice at all on a software package that isn't doing what it ought to be doing when all the instructions say it should. Type the text in your header/footer (the first time, it will be common to all pages), and specify whether you want odd/even pages.
If a page number is needed or not, insert it or delete it. Check its numbering with Insert Page numbers Format.
At the point where a change in a header/footer is needed, insert 'Section break (Next page).' This step is not needed if you only want to change the parameters of the page number. Go to the header/footer of the new section (initially, it should indicate 'Section 2'). Unlink it, since you want independent texts. Go to step 1.
